Buffer size and sample rate can be set via the Focusrite Device Settings panel:

Please note that the sample rate selected here will be the only option that appears in Control Panel > Sound.

You can find Focusrite Device Settings by searching in the Windows search bar, or via the Focusrite Notifier in your taskbar:
